Current Anti Social Behaviour
Orders
The purpose of Anti Social Behaviour Orders (ASBO’s) are to
protect local communities from harrassment, alarm or distress that
can be caused by anti-social behaviour. In the City of London we
are taking a tough stance on anti social behaviour. Find out more

The principle behind the Safer City Partnership's policy of
identifying individuals subject to anti-social behaviour orders is
not to shame or embarrass those individuals but to reassure
communities that the Partnership will take tough action against
those who commit persistent anti-social behaviour.
Here is a gallery of current ASBOs:
James Selby
Mr Selby was issued with a 2 year ASBO from 16th March 2009 at
City of London Magistrates Court.
My Selby must not:
- Enter the area of the City of London (as outlined on the map
provided) (which is the City of London Police Boundary Map) except
- a) to attend a pre-arranged appointment with an
authorised drug worker, court, hospital or to see a solicitor,
or
- b) when taken to hospital as part of emergency
or acute treatment
- c) when a passenger on public
transport
- When attending any of the appointments in a) and b) above,
enter any private areas of the buildings in question.
- Enter any private area of the Royal London Hospital, Mile End
Road.
- Enter any private area or go behind the bar of any public house
within the area bounded by the M25 motorway.
Jamie Lee Hutchins
Mr Hutchins was issued with a 2 year ASBO from 6th October
2009.
Mr Hutchins must not
- Ride, handle or be in a possession of a bicycle within the area
of the M25 motorway
- Be in possession in a public place of any wire cutters or bolt
cutters capable of breaking a bicycle lock.
Martin Gray
Mr Gray was issued with a two year ASBO from 5 February 2010 at
City Magistrates Court.
Mr Martin Gray must not:
- Be drunk in any public place within the City Of
London
- Be in possession of any open container of
alcoholic drink in any place within the City of London
- Urinate or defecate in any public place within
the City of London except a public lavatory
- Swear or shout in any public place within the
City of London
Arkadiusz Sylwester Abraham
Mr Abraham was issued with a 3 year ASBO from 16th April 2010 at
City of London Magistrates Court.
My Abraham must not:
- Being in possession of any open container containing alcohol in
any public place within the City of London
- Being drunk in any public place within the City of London
- Consuming alcohol in a public place within the City of
London

How are ASBOs issued?
A case-by-case approach will be adopted with each
case judged on its merits as to whether or not to publicise the
details of an individual who is subject to an ASBO.
- Our local community have the information they
need to identify and report breaches by individuals subject to
ASBOs
- Victims and witnesses know that action has been
taken to protect them and their right to live without
fear.
- Our local community are reassured that if they
report anti-social behaviour, appropriate and effective action will
be taken by the Corporation of London, the City of London Police
and other agencies.
- The perpetrator is aware that breaches are more
likely to be reported because details of the order are in the
public domain.
- The message is spread that orders are being used
and this will act as a warning to others who are causing a
nuisance, harassment, alarm or distress to others. [^]

breaching their orders?
