Detective Sergeant

An opportunity has arisen for a Detective Sergeant to join the new Intelligence Development Team located within the National Fraud Intelligence Bureau within the City of London Police Economic Crime Directorate. The successful candidate will be part of a dedicated unit gathering the intelligence via multiple sources to tackle the key threats from fraud on a national level, to develop the understanding of those threats and to create intelligence packages for enforcement, disruption and prevention work.

Candidates will be required to manage the development and dissemination of quality, useable intelligence focusing on the frauds causing most harm within the UK. Candidates will have access to, and be expected to make use of the intelligence and information received into the NFIB, the National Lead Fraud Investigation Teams, Regional Crime Units, and police forces across the UK. The role will also require liaison with key stakeholders in industry and counter fraud agencies who hold relevant information to assist in combating fraud nationally and internationally.

Candidates for this role are expected to be familiar with police intelligence and investigative opportunities, ideally within an economic crime or fraud arena. Experience and knowledge of RIPA, working with financial intelligence sources, working with covert intelligence sources and/or internet based investigations are desirable as this role will be expected to work with teams in these areas as part of the intelligence development work in the unit.

The Intelligence Development Team is a newly established team of officers, staff investigators and Intelligence Researchers and Analysts, including an open source investigations capability.

Operational requirements will necessitate the need to travel nationally and or internationally where required to gather intelligence.

The City of London Police is the National Lead Force for fraud. Its responsibilities include national reporting and triaging of fraud, coordinating the police response to fraud and identifying emerging threats and demand on behalf of policing. City of London Police is developing intelligence capabilities within its National Fraud Intelligence Bureau to create an enhanced intelligence network across national, regional and local policing.

 

MAIN DUTIES AND RESPONSIBILITIES:

  • Gather and evaluate information, in accordance with a defined and agreed collection plan, to identify gaps, patterns and trends and inform briefing, tasking and debriefing. This will feed into tactical and strategic products at a local, national and international level considering fraud threats and criminality.
  • Management of staff and officers within Intelligence Teams.
  • Coordinate and deliver tactics for acquiring intelligence, within ethical guidelines and best practice standards, to meet operational objectives.
  • Prepare and deliver intelligence products to clearly and accurately inform decision making and/or facilitate response.
  • Maintain information on the intelligence system and disseminate to relevant parties, in line with confidentiality, sensitivity and duty of care policies and relevant legislation.
  • Establish and maintain networks with internal and external partners, specifically in relation to fraud investigation and counter fraud agencies, to ensure appropriate information sharing in support of a timely response and to achieve shared objectives. Key stakeholders include nationally based UK units and international partners.
  • Maintain awareness of innovation within intelligence to ensure implementation of latest techniques and tactics, best practice, and information relevant to the role.
  • Adhere to all legal frameworks, key working principles, policies and guidance relevant to the role.
  • Help to develop innovative collection plans and new ways and means of acquiring intelligence e.g. via the public, partner agencies and converting intelligence into evidence where appropriate.
  • Stay up-to-date and/or actively contribute, within the confines of good operational practice and with data and security in mind, to general intelligence advancements, economic crime, and specifically fraud investigations e.g. APP updates, POLKA IPP Community, wider Intelligence Community.
  • Undertake any other duties commensurate with the role and grade as may reasonably be requested by line management
  • Ability to work extended hours and/or work from home; as and when operational requirements necessitate. Flexibility in working hours and willingness to Travel

KNOWLEDGE AND EXPERIENCE:

  • Experience of researching information and intelligence from a variety of sources.
  • Experience of interrogating, maintaining and utilising data on a variety of computerised systems, including Microsoft Word, Excel, and Outlook.
  • Experience of preparing detailed reports and presenting information in a variety of formats, preferably intelligence packages.
  • Ability to communicate with a range of stakeholders to provide information and intelligence and ensure understanding.
  • Ability to break down a problem into component parts and determine appropriate action.
  • Good team working skills demonstrating awareness of individual differences and providing support as required.
  • Ability to appropriately prioritise and plan own work.
  • Ability to proactively develop effective working relationships with colleagues, partners and other stakeholders specifically within the counter fraud landscape and policing.
  • Excellent knowledge of policy and procedure in intelligence practices including MoPI and NIM.
  • Knowledge of fraud threats affecting the UK.
  • Possess at minimum an A to B Driving Permit

DESIRABLE SKILLS / KNOWLEDGE:

  • Skilled in using specialised and standard software related to own area of work to extract, analyse and report on data (Action Fraud databases and NICHE).
  • Supervisory, or leadership experience.    
  • Financial Intelligence Officer trained or Financial Intelligence Administrator trained
  • Previous experience of working within the Economic Crime arena with a law enforcement or associate agency at a tactical, operational or strategic level
  • Previous experience of working with / knowledge of a specialist intelligence function/covert intelligence service.
  • Proven ability to successfully manage projects / initiatives.
  • Experience of internet based investigations
