About the Economic Crime Academy (ECA)

The ECA is an integral part of the Economic Crime Directorate of the City of London Police and as such is uniquely placed to provide training to counter the ever-growing threat of fraud.

The ECA works with many stakeholders and shares best practice as part of its responsibilities as the National Lead Force for Fraud. The ECA team works closely with the College of Policing, the professional body for policing in the United Kingdom and the Cabinet Office team who are establishing the Counter Fraud profession across Government.

The ECA offers a comprehensive range of learning programmes, designed to provide delegates with the knowledge, skills and understanding to combat fraud and economic crime. Our courses make a significant impact when delegates return to the workplace, improving both confidence and performance. The courses are in the main delivered via trainer led sessions designed to accelerate learning through interaction, case studies and recognition of multiple learning styles. Assessment is carried out on an ongoing basis to assist delegates in measuring and improving their level of competency.

The Commissioner of the City of London Police certifies our learning programmes and a number are externally accredited through the Counter Fraud Professional Accreditations Board.

The role

To manage the ECA’s business functions effectively by ensuring effective business delivery.  To develop and lead the business function of the ECA liaising closely with Finance and Human Resources, and leading Procurement, Administration and other resource management. Ensuring full and effective use of resources in line with City of London Police strategy. In conjunction with finance, to construct and manage a viable budget to achieve stated ECA aims (2018 budgetary responsibility in the region of £1m). The post holder will be fully accountable to the Director of Academy with management responsibility for the Administration Team.

The person

You will be a self-driven, highly motivated individual with a passion for detail and excellent communication and organisational skills; able to work as part of a small but extremely busy team.

You will have significant experience of financial management, including the construction, management and forecasting of a significant budget and an understanding of profit and loss and costing models. You will be able to demonstrate your experience in delivering excellent performance results against a challenging plan within deadlines.

You will be a major contributor to the ECA senior management team and deputise for the Director of Academy at the Economic Crime Directorate meetings when necessary, therefore experience of membership of senior management teams is essential. You will be able to demonstrate strategic awareness and have experience of negotiating and influencing at a senior level in a complex organisation. You will have a proven track record in turning strategy into successful operational delivery.

You will have experience in developing and managing policy, procedures and managing risk; able to implement change. You will also have experience of staff management, team building and staff development with the ability to work under pressure and meet tight deadlines.

Ideally you will have experience of working within learning and development/training/teaching services with an understanding of curriculum development, course planning and development. You will have demonstrable awareness of fraud and fraud prevention in order to understand the core business of the ECA.

Excellent IT skills, especially in spreadsheet construction and upkeep are essential as is an up to date knowledge of equalities law.
