Following earlier criminal investigations that concluded with no further action, a misconduct hearing chaired by an Independent Legally Qualified Chair was convened by the City of London Police in relation to the same matters and allegations that one of its officers had breached standards of professional behaviour.
The misconduct hearing commenced on the 10 June and concluded on the 20 June.
The panel found one count of gross misconduct for verbal abuse of a member of the public whilst off duty and misconduct for the retention of police property.
The result was that of gross misconduct. The panel found this did not meet the threshold for instant dismissal and the officer will receive a final written warning.
Detective Superintendent and Head of Professional Standards Department Carly Humphreys said:
“Following earlier criminal investigations that concluded with no further action, the findings of this misconduct panel relate to allegations that an officer breached our standards of professional behaviour but did not meet the threshold for dismissal.
“We understand trust and confidence in policing is essential. We take every action necessary to maintain our professional standards and expect all officers and staff to serve with honesty and integrity.”
“Working to Police (Conduct) Regulations we have completed a full misconduct process. The officer will receive a final written warning to last three years.”
At the direction of the Independent Legally Qualified Chair of the misconduct panel, the officer in this case has not been named.”
Working to the Vetting Code of Practice the Officer will be subject to a re-vetting process and will not be deployed into a public facing role while that process is completed.
The details are published at the earliest opportunity following final approval by the Independent Chair that all appropriate redactions required had been made.
