Over recent years City of London Police have sought to ensure stocks of medical equipment, intended to be readily accessed by both emergency services and potentially members of the public in the event of a major incident. Previous schemes have been referred to as Stop the Bleed Kits or Emergency Trauma Packs. New legislation will place an emphasis on businesses and event organisers to ensure safety plans, including medical provisions are in place.
Martyn’s Law or the Terrorism (Protection of Premises) Act 2025 will mandate preparedness for the protection of the public against terrorism across a wide range of public and business sectors in the UK. The provision of medical equipment, for the use of first responders, staff and the public, can be factored into venue and premises safety plans. The Home Office’s published statutory guidance will assist in determining whether premises or events are in scope of the legislation and, if so, which requirements they must meet.
The responsibility to keep the packs correctly stocked and up to date will now sit with the business or organisation owning the packs. Emergency Trauma Packs (both newly purchased, or already owned) may be registered with City of London Police so that responding emergency service personnel and members of the public can be directed to the nearest pack to provide life-saving urgent medical assistance alongside staff from the owning organisation. It is important that you make a note of any expiry dates on equipment so your ETPs can be kept in date and complete.
